On October 16, 2025, the White House announced new actions intended to lower costs and increase access to in vitro fertilization (IVF). These policy recommendations aim to encourage more employers to offer fertility benefits and to make some IVF medications more affordable.
For decades, we’ve fought to ensure that everyone—no matter where they live, work, or what insurance coverage they have —has access to the care they need to build the family of their dreams. This Executive Order is a step forward, but there is still much more work to do to make fertility care truly accessible and affordable for all.

What You Need to Know
Expanding Employer Fertility Benefits
The need: Half of all Americans get health insurance through their job, but only 1 in 4 employers currently offer some type of fertility benefits. That leaves a big gap, and a major opportunity to expand access through employer-provided benefits.
What the White House announced: These new actions create a pathway for employers to offer standalone fertility insurance benefits, like how dental and vision benefits are offered today. While this is optional (not required), it gives employers a new pre-tax pathway to help cover fertility care.
Reducing Fertility Drug Costs
The need: Fertility medications can account for up to 20% of IVF costs, which can range from $5,000–$10,000 per treatment cycle.
What the White House announced: The government reached an agreement with fertility drug manufacturer EMD Serono to offer lower-cost medications directly to patients through a new federal platform, TrumpRx.gov, launching January 2026.
